When you can't get immediate direct access to a thesis or dissertation that you really want to see, and you'd rather not wait for interlibrary loan, don't give up--there is another important strategy you can try.

Contact the author directly.

It's typically the case that s/he will be pleased to hear of your shared interest in the topic.  You might just find the paper attached to a return e-mail.
